PPD-PSD-3

Populismo suave, populismo duro

Prolongar o actual status quo no PPD-PSD seria como manter a soro um doente em fase terminal, crendo que o falido Bloco Central poderá renascer das cinzas, quando o que começa a ser evidente para todos é a emergência imparável de populismos de sinal contrário, com tudo o isso possa ao mesmo tempo significar de renovação e condenação do actual regime democrático. Pela frente temos um tempo de crise profunda à escala europeia e mundial. Assim sendo, não há nada pior que evitar as discussões difíceis. A repetição, em tão curto período, das directas do PPD-PSD é um sinal evidente da instabilidade que nos espera.
"As we know, the 'catch-all' party is not the political party's final and definitive incarnation. Since 1970's, in fact, another mutation has occurred with the rise of what Richard Katz and Peter Mair (1994; 1995) term the 'cartel party', denoting the oligopolistic transformation of interparty competition through which parties have established links of cooperation/collusion. Emboldened by their positions of strength vis-a-vis the state, they worked together to discourage new entrants into the political market and to ensure their own confortable survival, independent of electoral competition. In short, the parties found safe haven within the state, on whose resources they largely depend and of which they can almost be viewed as expressions (Van Biezen, 2004).

... "The evolution of the parties followed a parallel route to that taken by organized production. Mass-based parties attracted support by integrating the electorate and organizing it according to the same type of hierarchical model also adopted both by the state and the Fordist factory. If the latter was labour-intensive, the parties were member-intensive. In similarly parallel fashion, the parties of today have dismantled their old organizational structures and assigned crucial segments of their productive cycles to specialized agencies, while superficially enhancing the role of members and activists through primaries and direct elections. It is clear, however, that while their 'shareholders' may be present at assemblies, they do not threaten the monopoly of the management, which often controls the composition of the body of shareholders. The parties have not become less important. Indeed, they continue to post impressive gains in terms of public offices secured. However, they have become something else, something which has diminished their democratic nature.

"although it is also worth mentioning the work of Niklas Luhmann (1990) ...], democracy had involved citizens too much. It had made them too active. It had overprotected them, but to their own detriment, since it had pushed them towards making excessive and particularistic demands which damaged the effectiveness of democracy. The remedy, therefore, for the good of democracy, lay in driving redundant pluralism back towards society and out of the political sphere. This solution did not profess to wish to surpress social pluralism or fundamental rights such as the freedom of thought or association. Rather, it claimed to desire to put things back in their proper place by restraining a political pluralism which had become counterproductive and by revising the mechanisms of representation. After all, it was argued, democracies were now mature, predicated on solid agreements regarding their foundations, while what citizens really needed most of all was good government and good policies, carried out by authoritative and competent leaders, so that they, the citizens, could devote themselves to their own affairs in peace and tranquility.

To this end, the Trilateral specifically called for an about-turn in how parties functioned: from being selective carriers of social pluralism, they should become selective filters of political pluralism. ... O dilema profundo do PPD-PSD é este: que opor ao populismo suave de José Sócrates?

Um populismo forte e truculento (Alberto João Jardim) que o faça sair do sério e perder as eleições de 2009, ou, pelo contrário, uma promessa de competência, seriedade e respeitabilidade (Manuela Ferreira Leite), com a ambição menor de retirar, num primeiro passo, a maioria absoluta ao PS, para depois, numa possível eleição intercalar, chegar ao poder, reeditando em ambos os passos a valsa gasta do Bloco Central?

Há ainda uma terceira via, que julgo ter vislumbrado esta noite ao escutar as declarações de Marco António, líder incontestado da distrital do PSD do Porto e vice-presidente da câmara municipal de Vila Nova de Gaia, ao Jornal das Nove (SIC). Para este político, que parece saber o que quer, Pedro Passos Coelho até poderá transformar-se numa alternativa credível a Manuela Ferreira Leite (e desde logo ao desastrado Pedro Santana Lopes.) Mas para isso, teria que fazer alguns ajustamentos estratégicos e programáticos importantes no seu discurso, até agora recheado de banalidades neoliberais fora de prazo. O meu pessimismo relativamente à capacidade de resposta do antigo líder da Juventude Social Democrata é, porém, absoluto. Daí que, em minha opinião, Marco António precise de pensar rapidamente se não será tempo de avançar ele mesmo, com as ideias que tem, para a disputa da liderança do partido laranja, marcando desde já uma posição clara, preparatória de futuros voos. Num ponto Marco António tem toda a razão: as alternativas que se apresentaram até agora estão velhas e gastas.

Santana e Ferreira Leite, por mais que queiram, não poderão surpreender. Santana ficará seguramente pelo caminho. Mas o efeito que a vitória provável de Manuela Ferreira Leite terá no partido, depois de superada nova catarse eleitoral, acabará por ser o agravamento da agonia em curso do PPD-PSD. Jardim, ao contrário do que cheguei a crer, está receoso e não tem efectivamente tropas no continente (vai esperar pela terra queimada.)

O populismo suave de Sócrates não se depara, conhecidos que foram os candidatos às próximas directas do PPD-PSD, com nenhuma alternativa temível. Tanto mais que o actual governo tenderá a intensificar as suas manobras de propaganda e sedução populistas até às legislativas de 2009.

Se decidir abrir alas à vitória de Manuela Ferreira Leite, por verificar que a alternativa Pedro Passos Coelho não passa de uma promessa pífia, Marco António ganhará porventura o tempo de que necessita para projectar a sua aposta estratégica de renovação geracional da liderança do PSD, da qual seria provavelmente o principal protagonista. Quando Marco António repete a ideia de que é preciso bom senso, ressoa claramente o aviso sobre a extrema fragilidade actual do seu partido. Nisso está plenamente sintonizado com Manuela Ferreira Leite. Uma sintonia que, bem vistas as coisas, poderá salvar o segundo maior partido português de uma extinção prematura.

As coisas poderão, no entanto e apesar de todos os cuidados, ir noutra direcção. O cenário da cisão continua de pé. Entretanto, uma certeza: o tempo de crise extrema que aí vem não poderia ser mais propício à proliferação dos populismos. Não vale a pena excomungar o fenómeno sem sequer discuti-lo. Os partidos tradicionais não só enfermam todos eles de tiques populistas, como o status quo de que fazem parte e inconscientemente acarinham há décadas passa por ser um dos grandes fermentos desta forma de empobrecimento, desvio e finalmente deformação da pulsão democrática.

Donde que a pergunta crítica que me apetece colocar neste momento seja esta: existe ou não uma variante europeia de populismo, civilizada, sofisticada e incapaz de subverter os pressupostos básicos da democracia representativa suportada por uma clara e bem institucionalizada divisão de poderes? E se a resposta for afirmativa, qual seria o seu papel na regeneração das democracias ocidentais?
